What Causes Rashes Between Navel And Pubic Hair?

Hi I have a rash that has been coming and going for about 5 years now. It starts as a few bumps and itches immensely causing it to spread. It's always in between my navel and the pubic hair region above my genitals. When scratched it sends a euphoric feeling throughout my body. It's triggers I believe are stress and angst or any negative emotion for that sake. When irritated it is scaly, bumpy and smooth when it begins to heal and there are bumps that sometimes heal like pimples with the orange ooze coming after they're scratched. I've also seen white heads appear on the outer edges of my lower abdomen. I've tried several topical treatments but they all seem to just irritate it.
