What Causes Red Bumps On Inner Thighs?

Hi I have red raised bug bites on my inner thighs, that after several days turn into circular areas flat in the
middle with raised margin on the outside. I notice the bites when I wake up, but have also felt like I have been
bitten during the day.
I am hoping this is not bed bugs What do you think?
No bites on extremities. and have not seen any evidence of bugs.
I also have a dog, but don't think he has fleas.
