What Causes Red Bumps Underneath Skin?

Hello my name is jared, and i am 14 and i have like blisters or some type of red bumps underneath my skin and it hearts sometimes it on my point finger and its been like this for years it hearts and it recentily moved to my pinky finger with red bumps underneath my skin, and this is on my left hand and there is also some on my palm on my right hand. Anything you can suggest on fixing this, i tried poping it and it does not pop it seemsl ike the tissue is deforming and it hearts bad.
