What Causes Red Rashes On The Forearms?

I have this red rash that is in patches. Mostly on my forearm. It starts with dime size red spots and then changes to patches. It is sore and itches but then burns. I scratch until I have made them bleed. I am 58 years old. I went to the Dr. and was told it was a rash. But it has gotten worse.
