What Causes Right Testicle To Hang Low And Lifeless After Hernia Surgery?

After hernia surgery ob right side. Right testicle hangs low and completelt lifeless...will not lift up like it used to. The left testicle still lifts up but right testicle hangs dead. Painful during activity, sitting, and in pants. When I had the surgery, Dr said all motion will come back but it never did. Another Dr said the surgeon must have severed the Cremasteric muscle that allows you to lift the testicle sac...What to do?
