What Causes The Itchiness And Swelling Of The Skin In Contact With Cold?

Hi, I'm 38 years old and in good health. Lately, though, anytime I touch something cold (piece of ice, a water bottle from the refridgerator, the car's steering wheel), the area that touched the cold swells up, turns white, and is surrounded by red. The area is also hot to the touch and often times is very itchy. It only happens on my arms below my elbow up to my finger tips. Any idea on what might be going on here?
