What Causes The Knuckles On Toes To Look Dark And Painful?

I am a 24 year old white male and recently the knuckles on both my big toes have started to turning a darkish shade of brown. The skin on the affected area is also rough to the touch. It isn't causing me any pain, but it is unsightly. I don't have any health insurance, is there an over the counter way to deal with this?
