What Causes Water Filled Blisters On Ankle?

My youngest sister who is almost 6 is complainging of little, and i mean tiny tiny, red spots or bubbles. they are hard and not wartery. There are about 6 of them on her ankel, right next to eachother. There is one on her knee and a couple spread about on her foot. Do you have a clue what this may be?
