What Causes White Patch In Thigh With Moist Feeling?

I have white patches on the inside of each thigh which are very smooth and sometimes have a stale egg smell. There is no scales. Sometimes this area feels wet although it is only moist to the touch and sometimes not moist at all. There is only a slight dull itch and only if touched.
