What Causes White Patches On The Forehead?

My 4 month old son has white patches on his forehead and along his hairline. Nowhere else and it's not milia. If I scratch them they flake but they aren't dry. He's actually kind of oily up there. They have caused the skin to be lighter in those spots. What is it and how do I get rid of it?
