What Could Be The Reason For Having Painful Burning During Urination And Swelling In My Penis Hole?

34 year old male: I have a painful burning when peeing and now my penis hole is swollen. I have tested negative for STD s and UTI - I have taken 3 different antibiotics (one for Gonareha, 1 for clamydia and metronidazole) and nothing is working. If anyone can help that would be great - thanks.
