What Could Be The Red Blotches On Base Of Shaft Which Is Raised?

Hello, I ve been experiencing slightly red blotches /discoloration and the base of my shaft for about 2 weeks now they re flat unless I masturbate. Then they slightly rise. But don t itch or burn. Also, it started on the left gland then that healed up then the next day there were two on the right gland. I ve also noticed that I have had a milky discharge when I wake up in the morning nothing huge just a little bit. Have not noticed any smell. The red blotches don t seem to be fluid filled.
