What Could It Be If Had White Bumps On Penis In The Place Of Cuts That Were On The Penis And Have Healed?

Hi my husband is 33 he has diabetes that he doesnt take care of and recently he got a yeast infection on his penis he is not circumcized and the infection caused small cuts on his penis he went to the doctor and the docter gave him cream and pills for the yeast infection and recomment he gets circumcized. The infection is healing but now he has hard white bumps that look like skin where the cuts were. What could that be?
