What Could Small, Itchy, Red Bumps On Inside Of Forearms And Inner Thighs Indicate?

I developed very small, itchy, red bumps covering the inside of both forearms last Wednesday. I had planted a new rose bush and thought perhaps there was a pesticide I was allergic to. I've tried Benedryl cream and Cortisone cream but neither has done much. Yesterday I found the same rash on my inner thighs. I do not have a fever and feel fine otherwise. I'm new to the area and dont have a primary care doctor yet. Any thoughts?
