What Do Possible Cysts Around Genital Area And Breasts Indicate?

I've been dealing with what seems to be cysts on my vaginal lips. They will appear red and sometimes have a puss like head to them. When they pop, puss will come out - like a pimple. I have taken STD tests and all have came back negative. I also get these same cysts underneath my breasts and sometimes in between my legs. I'm confused as to how I should go about this problem.. Is there any creams or medicine I can take? Should I confront my doctor, gyn, or a dermatologist?
