What Do Red Bumps On Hands And Legs Indicate?

hi im 22 yrs old about a month ago i got red bumps on my hands, arms, legs, and back. they are not itchy or hurt. they seem to open up but nothing comes out. they scab over but take along time to heal. they also leave white scars. also a couple months before these bumps showed up i got a weird rash under my left breast that was painful and draining. i dnt knw if they are related but what are they and should i see my doctor about it?
