What Does A Red Mark Along The Groin Near An Incision Site Indicate?

My 89 yr old Mom has developed a red mark along her groin in a day very near an old incision from a bypass operation years ago for PVD. She has since had both legs amputated. What is this red mark? Should I take her to ER? It is painful also. Could it be a blood clot?
