What Does An Itchy Spot On The Hand Indicate?

I have a spot on my hand that is red, itches and the skin looks like alligator skin. I have no bits in the area and I have tried using hand lotion and lotion to take the itch away but it doesn t work. Also when I scratch it it looks like it is extremely dry skin.
