What Is The Reason For Not Having Facial Hair And Muscles?

I have a question. I am 18 years old, weigh 160, and am 6 feet 1 inches tall and I still haven't "filled out" or gained muscle mass of an adult yet and I still don't have facial hair on my cheeks. Is there a problem or is there any reason I haven't fully matured yet?
