What Is The Thin Piece Of Skin Attaching Base Of Penis Head To Foreskin?

I am 23 years old from India. I am having a thin piece of skin attached from the lower base of the penis head to the foreskin and it pains when i pull my foreskin behind. I was not able to pull it back entirely to reveal the penis head until 3 year ago but over the period i have kept pulling it behind and it goes back to reveal the head but then the penis bends in an arc if i try to pull it further and it pains. Also the penis head is VERY sensitive due to which i dont think i can last more than 5secs if touched directly while having sex. (still a virgin)
