What Is The Treatment For Rash And White Spots On Penis?

On January 1st after mastrbation I developed a red circular rash on my foreskin that became itchy by January 4th it had disappeared. My foreskin felt particular tight that day but all seems ok now but for the last couple of days my balls are constantly tingling and it appears I have tiny white spots on the crown of my penis, I've searched it and comes up with things like balantis or pearly penile papule. In some lights my penis red and blotchy under the foreskin but then sometimes it doesn't! I feel I am becoming paranoid! Do you have any suggestions to what might be going on?
