What Medication Is Suggested For Brown Spots Under The Lower Legs?

hi... just doing some internet research for a friend..... he has brown spots on his lower legs... tender, soometime itchy and weepy... it seems to be spreading around his lower calf... appears on both legs the brown area is mostly in circles but they are attached together. Today his one ankle is quite swollen and tender... even running your hands over it lightly is painful

he is 43 and a truck driver. this started about 2 years ago..with a couple of small patches, hydrocortisone cream doesn't seem to be making much difference i didn't realize I had to pay to access information... sorry
