What Treatment Is Suggested For Dry Patches On Forearm?

I have dry patches on my forarms they started out small circular dry patches now my whole forearm is covered. I put shea butter, Oil and sun block on them but to no avail. I now have white ashey forarms. I also have dry small bumps in my scalp. it feels like little slits in my scalp. It hurts like crazy
