32 Years After Elbow Dislocation Fracture I Have Started Suffering

32 years after elbow dislocation fracture I have started suffering tingling in fingers, muscle spasms in forearm and slight pain at night. Should I see my GP? My arm was not set properly. (I can only touch my shoulder with my fingertips and it over extends. It feels very heavy and stresses the joint when extended so I can't do it for very long)
