96 Year Old Women (never Drank Or Smoked) Lower Legs

96 year old women (never drank or smoked) Lower legs show signs of swelling and tightness. She has dementia. Recently started to become unable to take care of personal needs, walking, talking etc. I know most of this is from dementia. but the leg and feet swelling is concerning. What do you think is the problem
