A Friend Of Mine Was Found On The Bathroom Floor

A friend of mine was found on the bathroom floor shaking and spitting up blood. He drinks beer and has a history of siezures and is currently on seizure meds. From what I was told. He is alert but is sweating and shaking? Is this an emergency that needs to be taken care of immediately he is refusing to go to the hospital
