A Part Of My Throat "popped" Out Of Place And

A part of my throat "popped" out of place and feels wrong. It makes it hard to talk and swallow and it hurts a lot. I can pop it back in, but it happens again. I have had this issue for a few years but it doesn't seem to go back exactly right, almost like part of the right side stays out or has a bulge.
