A Recent ER Visit Resulted In 11 Stitches In 2

A recent ER visit resulted in 11 stitches in 2 fingers. ER Doctor agreed Neosporin was good to use along with cleaning with soap and water daily. But follow up with specialist was exactly the opposite...no Neosporin and keep dry, do not remove dressings for 10 days, What is the conflict here?
