A Tick Bite ( Deer Tick) Under My Arm In

A tick bite ( deer tick) under my arm in July 2016 was treated with 3 weeks of oxycycline and I am negative for Lyme but the bite site will not heal , has a hard lump, a ring bullseye rash around it, itches ferociously .
I have antibiotic ointment for it . What more should I do.
