About 1 Month Ago My Was Developed A Circular Rash

About 1 month ago my was developed a circular rash on her right calf. It was about 3 inches in diameter. Unchanged we saw her doctor who recommended an over the counter 1% cortisone cream. After a few days the rash seemed worse and was weeping and seemed to generate some yellowish puss. Stopped the cream and cleaned it with alcohol, keeping in dry for about a week. Seems to be shrinking, the outer edges becoming darker, but the center is raw and small bleeding after cleaning the area. Is this Ringworm and should be treated with an anti-fungal cream?
