About A Week Ago, I Noticed A Round, Circular Red

About a week ago, I noticed a round, circular red spot on the side of my penis head. It is not raised and texturally it doesn't feel different from any other surrounding area, nor is there any pain or itching. It seems like a cosmetic issue, but due to concerns has affected sex life. Other information, I have been sleeping with the same woman for 5 years and have never had a similar experience. Also, I am circumcised. I have tried applying Neosporin Eczema Essentials hydrocortisone cream, as well as Lotrimin anti-fungal clotrimazole cream, but nothing has worked. What could it be?
