Almost For Last 3 Weeks My Foreskin Was Etching -

Almost for last 3 weeks my foreskin was etching - I tried some lotions - it did not improve .
Now there are cracks & it is painfull to retract it .
I am having diabetis type 2 & is having medicine
Useing Hydrocortisone 1% - ETCHING STOPPED but cracks have spread from tip to body side of the forskin
What is this
