Are Generic Medications Identical To Name Brand Medications, In Regards

Are generic medications identical to name brand medications, in regards to only the active ingredient, not binders, fillers, etc.? Or are generic medications allowed to have a 10% variation in the ACTIVE INGREDIENT as some people suggest? Thank you for answering.
