Are Headaches Sign Of Diabetic Retinopathy?

My partner age 58 has been diagnosed with diabetis retinopathy but is still waiting to see the specialist. He has been having sever headaches that cause this such pain he goes to bed for relief. He's stubborn and won't go to emerency at the hospital. Is it possible that more damage is happening without treatmant?
