Are Low-lying Testicles A Sign Of Testicle Infection?

Ok so I believe I have a testicle infection it doesn t hurt or anything but my testicles will hang pretty low when I m just laying around the house and then when I ride my bike for a period of time my testicles will get very tight up against me what could this be?
