Are Rashes, Irritated Throat With Inflammed Vocal Cords After Clear HIV Test Concerning?

I was with someone 3 yrs. ago and I just got tested for HIV 2 months ago. It came back negative, but I broke out in a rash. Also my throat has been bothering me. I went to see a Throat, Ear, and Nose doctor she said it's because of all the heart burn I have. Now my vocal cords are all inflammed. Do you think I'm cleared for the HIV test?
