Are Red Bumps Under The Eyes Dangerous In Children?

My 6 year old has a bumpy red rash under both of her eyes and a blister near lip. She said they dont itch and they dont hurt unless the hot water from the shower hits it. I was just wondering if I should be concerned, I just got a new job and our insurance hasnt started yet so I really cant afford to take her to the doctor unless its something serious.
