Are The Asthma Medication Safe For A 5 Year Old?

My nephews parents are over medicating him for asthma and allergies they are giving the five year old 2 inhalers allertec albuterol and flonaze all on same day they dont call doc to check what to do they just medicate when he gets a cough and chest congestion they dont bother to keep allergen away from him just treat with meds I saw him tonight and his pupils were so enlarged I am afraid for him I dont know what to do
