Are Tiny, Itchy, Clear Fluid Filled Bumps Around The Wound Be Due To Irritation From Bandage?

I have had to where a bandage on my foot for a while- I have noticed tiny itchy clear fluid filled bumps not on my scar/ wound but around it- most likely from the sticky adhesive of the bandage... is this an irritation or some kind of a skin infection?
