At The Base Of My Penis There Are A Lot

At the base of my penis there are a lot of very small bumps. They're all located at the base and they haven't spread at all in 3 months of having them.. They itch a little time to time but for the most part just sit there. I've researched many STD's and the bumps don't match anything I've seen so far. They're not angry looking or anything special, they're just skin colored bumps. Before I go get tested, do you have any idea what it could be? I don't have any other symptoms. Also, I was sexually active for awhile before I got them, but haven't done anything since. She was clean(that I am sure of), but I play football so it's possible from towels or something I could've gotten something from a teammate.
