Both Of My Legs Are Achy, Swollen And Extremely Shinny

Both of my legs are achy, swollen and extremely shinny below the knee. I was told I need a knee joint replacement so have been having pain in the knee areas. I also have varicos veins but was told they ae not the deep veins although they each have large lumps of purple veins. What Doctor do I need to see?
