Can Oilatum And Hydrozole Be Applied On Face?

hi my niece have a very bad rashes by using dippers, doctors gave her a medicen. now she is fine but her skin tone where we used that tubes has change its original colour and became fair than before. i want 2 ask that if i use that cream on my face and body,is that fine and the medicine name is (oilatum and hydrozole)
