Can A Relapsed Cyst Be Removed Permanently By Surgery?

I had a "sebaceous" cyst removed from my outer upper thigh last march and it is back full force just a little over a year later. It has became bruised and painful and my doc wants to cut through the scar tissue and remove it again. Should I let him? Researching these types of cysts, it doesn't sound like what I have experienced. What should I do?
