Can A White Headed Bumps On Penis Be An Acne?

hi i have white headed bumps on my penis but they're mostly on my sacs , they've been there for a few months and now its seems as if its getting worst so i decided to bust some of them yesterday and its looking alot better. I was wondering do you think this is probally just acne or something worst ?
