Can Diluted Cow S Milk Be Given To An Infant?

Hi doc, My 4 and a half months old daughter does not take the formula milk. I think she does not like the taste of it. I even tried with some sugar added into it but she doesn t take it at all. I am breast feeding her but that is not sufficient. Can i start giving her diluted cow milk?
