Can Excess Fluid In Brain As An Infant Cause Learning Disabilities Later?

i am trying to understand how excess fluid in the brain builds up when i was a baby i had to put on a breathing machine for the first few months of my life my mom say i had water on the brain or something? fluid retention? i suffer from learning disabilitys an mental heal issues now does this make sense?
