Can Foreskin Retraction Causing Urination Obstruction, Skin Cracks And Bleeding Be Treated?

Dear Sir, I am 34 yrs old man and i am having foreskin problem since my childhood after every 6 months or so i have to push hard back my foreskin which tends to obstruct urine and in this process skin gets crack and bleed which makes very painful to pass urine. please guide me what should i do, should i go for circumcision, and tell me is it really very painfull as explained in some sites. and please provide me its pros n cons. and i m desperate to get it done......
