Can Hair Removal Cream Be Used To Remove Children's Arm Hair?

hi, my 8 yr old daughter has always had fine fluffy arm hair towards the middle of her arms of which is noticable, it's causing her more embarrassment the older she gets. Its not thick dark hair, just very fluffy, could i use a hair removal cream on this type of hair? would it grow back less fluffy? it's like baby hair.
