Can Hole In Penis Be Re-shifted To Penis Head From Center?

Now i m 25 years old. from my birth i had an problem in penis front skin. I got an operation in age 12. In that operation they hv closed the front hole and make a hole in the middle of my penis. the urine and sperm will out from that middle hole itself. can it be make it as normal now ?
