Can Hypothyroidism Cause Swollen And Painful Foot?

Hello, my mother is 84 years old she has hypothyroidism, she is takeing levothyroxine, she also has high blood pressure. Recently she has been complaining of severe pain in her foot lower ankle area. Her foot is swollen and is very dark. Can her thyroid cause that problem?
